Step 1: Strategic Frameworks

I help senior government officials put in place a set of strategic management frameworks that helps the organisation as a whole think critically about their technology investments. I mentor and guide executives through the application of these frameworks for their given situation.

Step 2: Implementation Methods

I coach, train and mentor staff on a set of implementation methods. I assist staff in understanding what methods to use in what situations.

Senior Consultant

Conducted a ICT Strategic Analysis and assessments, (i.e. process mapping, empathy mapping and pain vs frequency matrix) with Fisheries Officers on their existing paper based Licensing and Quota Management systems. Lead the planning and design of the digital transformation roadmap. Lead the design and development for the Ministry of Marine Resources (MMR) Online Licensing and Quota Issuance System of the Bone Fishing and Foreign Fishing prototype system.

Senior Consultant

Conducted training with staff on the governance cube framework to help staff build a shared understanding of the seabed regulatory environment. Lead the planning, design and prototyping of the Cook Islands Seabed Minerals Authority (SBMA) Online Licensing System.

Senior Consultant

Lead the planning, design, development and IT project management of the Information Management Systems (IMS) for the National Oceanic Resource Management Authority (NORMA). This inculded the design and development of the technology architecture, the development of information systems, the training and mentoring of staff, the development of an e-learning platform to deliver capacity building remotely and the development of policies and procedures required for software development and security. Also covered the systems analyst, business analyst and data analyst positions temporarily for the project.

Forum Fisheries Agency

Systems Analyst

Planned, designed, developed and managed the implementation of Information Management Systems (IMS) for various fisheries agencies in the Pacific. This inculded the development of the first electronic licensing system in the Federated States of Micronesia that increased staff productivity by 700%. Developed the Frameworks and methods required to assess and manage ICT projets and programs.

Helped design, develop and manage the implementation of several systems as the senior project lead.

Welfare Management Information Systems (ADB)

Database and Information Systems consultant for the welfare database and information management system. The role involved re-engineering business processes + documentation, training/ workshops with staff and the design, development and implementation of a centralized welfare information management system within the Ministry of Internal Affairs Welfare Division.

Counseling Management Information System

Design, Build and Deploy an Information Management System for the management of counseling and domestic violence data. Major tasks involved migration of current system away from MS Access to a web based application, Re-Design and Development of the web application and database, Planning, Design and Deployment of the organizations network architecture and upgrade to ensure backup and security are implemented correctly.

e-Government Project (UNDP)

Responsible for the design and development of the largest and most complex government departments websites during the UNDP funded e-Government project in the Cook Islands. Involved in the development of the following government websites:

  • Ministry of Health
  • Ministry of Agriculture
  • Ministry of Foreign Affairs and Immigration

Successfully implemented NetSupport School a classroom management application in the schools computer labs. Dramatically improved student behavior in computer labs by allowing teachers full control of student’s computers.

Thin Client System

Involved in switch to thin-client computing architecture for schools computer labs and assisted in the conversion of existing thick clients into thin-client terminals. Increased the colleges ability to acquire more computers while keeping electricity costs down and simplifying management

Accepted into Massey Univeristy's Sprint Accelerator Programme at the E-Centre. The E-Centre is the business incubator hosted at Massey University and the Sprint Accelerator Programme is designed programme to help startups founders validate business models, and accelerate their customer acquisition and global expansion by providing access to mentors, sector experts, investors and other resources.

Master of Science in Information Systems

The Master's of Information Systems programme consists of eight courses and a supervised research project. The research project involved the creation of the Cook Islands Digest system which was created to digitise and house Cook Islands Government data in a centralised location ready for analysis.

Workshop help in Rarotonga Cook Islands for future researchers. The workshop was an introduction to quantative and qualatative research methods.

The Commonwealth Secretariat funded training programme by Victoria University e-Government training workshop in Wellington New Zealand as the Cook Islands Government representative. Organised and attended the Intermediate PHP & MYSQL training course as part of the Cook Islands Government e-Government programme. The course covered the Model–view–controller software design pattern and the development of web applications using the PHP and MYSQL framework.


Pacific Islands Forum Officials e-Government Training Programme

Global e-policy e-government Institute and the Korean Ministry of Foreign Affairs and Trade

The Korean Government funded Pacific Islands Forum Officials e-Government training program in Seoul, Republic of Korea as the Cook Islands Government representative. The training program covered ICT strategic thinking and planning in the e-government context and the development of ICT strategic plans.

The Diploma of Teaching course was a requirement to be able to teach as a qualified teachers in the Cook Islands. It was part of a programme to quickly train up university graduates to become teachers in the Cook Islands and is where I developed my workshop facilitation, communication and capacity building skillset.

A Business Analyst is someone who analyzes an organization or business domain and documents its business or processes or systems, assessing the business model or its integration with technology.

Systems Analyst

A Systems Analyst is a person who uses analysis and design techniques to solve business problems using information technology.

Full Stack Developer

A Full Stack Developer is an engineer who can handle all the work of databases, servers, systems engineering, and clients. Depending on the project, what customers need may be a mobile stack, a Web stack, or a native application stack.

I found Ano to have an excellent understanding of Information Management System requirements, both from a technical perspective but also from the user requirements and the broader systems analysis perspectives. This balance of skills and understanding are qualities I have rarely found in other IMS professionals I have worked with. I became the eGovernment Project Manager at the Office of the Prime Minister. The project was behind schedule and at risk of failure. I contracted Anonga as a technical consultant due to his extensive experience and expertise in web based technologies within the context of the government sector. He was offered 4 consultancy contracts and assigned the biggest and most complex government Ministry’s within a very tight timeframe of 3 months. The consultancy was to help them to plan, design and implement public facing websites in preparation for the supply of digitized information and services for the public. All the websites were delivered successfully and and as part of the ongoing sustainability of the eGovernment project.

Ano and I developed from the ground up a business intelligence platform that could dynamically produce graphical analysis of economic, demographic, health and educational insights from Cook Islands data. This project was recognized by the Uniotversity of the South Pacific faculty of the Cook Islands as a project of national significance.
