Lead the planning, design, development and project management of the Information Management Systems (IMS) for the National Oceanic Resource Management Authority (NORMA) as part of the World Bank funded Pacific Regional Oceanscape Program (PROP). Developed the budget and project documents and managed the IT spending. Also, led the design and development of the technology architecture and the development of the IMS including the training and mentoring of NORMA's developer. Implemented the e-learning platform to deliver capacity building remotely during COVID-19 pandemic. Developed the policies and procedures required for ongoing IMS development, maintenance and security. Covered the systems analyst, business analyst and data analyst positions temporarily for the project.
March 2023 - June 2023
Lead the planning, design, development and IT project management of the Trade Information Management Systems (TIMS) for the Business Trade and Investment Board (BTIB). This inculded the design and development of the technology architecture, the development of the information systems and the training of staff on the use of the system, The project allowed data to be integrated from Agriculture, Customs and Retailers to inform policy making on import substitution.
May 2020 - June 2021
Conducted a ICT Strategic Analysis and assessments, (i.e. process mapping, empathy mapping and pain vs frequency matrix) for the Ministry of Marine Resources (MMR) with Fisheries Officers on their existing paper based Licensing and Quota Management systems. Lead the planning and design of the digital transformation roadmap. Lead the design and development for the Ministry of Marine Resources (MMR) Online Licensing and Quota Issuance System of the Bone Fishing and Foreign Fishing prototype system.
June 2020 - September 2020
Conducted training with staff on the Governance Cube framework to help staff build a shared understanding of the seabed regulatory environment. Lead the planning, design and prototyping of the Cook Islands Seabed Minerals Authority (SBMA) Online Licensing System.
September 2015 - February 2021
Planned, designed, developed and managed the implementation of Information Management Systems (IMS) for various fisheries agencies in the Pacific. This inculded gathering, analysing and then identifying project dependencies, risks, costs / budgets and appropriate project management methodologies for implementation. Spearheaded the development of the first electronic licensing system in the Federated States of Micronesia (FSM) that increased staff productivity by 700% and is responsible for processing about $70m USD of fisheries licenses for the FSM. Developed the Governance Cube Frameworks and methods required to assess and manage ICT projets and programs.

Helped design, develop and manage the implementation of several systems as the senior project lead.
Database and Information Systems consultant for the welfare database and information management system. The role involved re-engineering business processes + documentation, training/ workshops with staff and the design, development and implementation of a centralized welfare information management system within the Ministry of Internal Affairs Welfare Division.
Design, Build and Deploy an Information Management System for the management of counseling and domestic violence data. Major tasks involved migration of current system away from MS Access to a web based application, Re-Design and Development of the web application and database, Planning, Design and Deployment of the organizations network architecture and upgrade to ensure backup and security are implemented correctly.

Designed and implemented the first content management system based government websites in the Cook Islands. Collated, administered and managed the systems for the publication of education content for both web and print.

Accepted into Massey Univeristy's Sprint Accelerator Programme at the E-Centre. The E-Centre is the business incubator hosted at Massey University and the Sprint Accelerator Programme is designed programme to help startups founders validate business models, and accelerate their customer acquisition and global expansion by providing access to mentors, sector experts, investors and other resources.

The Master's of Information Systems programme consists of eight courses and a supervised research project. The research project involved the creation of the Cook Islands Digest system which was created to digitise and house Cook Islands Government data in a centralised location ready for analysis.

The Post Graduate Diploma of Information Systems programme consists of 6 courses. I did this part-time while working in the private sector.
2011
Workshop help in Rarotonga Cook Islands for future researchers. The workshop was an introduction to quantative and qualatative research methods.

Attended Ruby on Rails training course as part of NZAID's short term training awards programme. The course covered the Model–view–controller software design pattern and the development of web applications using the Ruby on Rails framework.
2010
The Commonwealth Secretariat funded training programme by Victoria University e-Government training workshop in Wellington New Zealand as the Cook Islands Government representative. The training program covered IT strategic thinking, strategic frameworks and the methods required for the development of National ICT strategic plans.

Organised and attended the Intermediate PHP & MYSQL training course as part of the Cook Islands Government e-Government programme. The course covered the Model–view–controller software design pattern and the development of web applications using the PHP and MYSQL framework.

The Korean Government funded Pacific Islands Forum Officials e-Government training program in Seoul, Republic of Korea as the Cook Islands Government representative. The training program covered ICT strategic thinking and planning in the e-government context and the development of ICT strategic plans.

The Diploma of Teaching course was a requirement to be able to teach as a qualified teachers in the Cook Islands. It was part of a programme to quickly train up university graduates to become teachers in the Cook Islands and is where I developed my workshop facilitation, communication and capacity building skillset.

A Systems Analyst is a person who uses analysis and design techniques to solve business problems using information technology.
A Full Stack Developer is an engineer who can handle all the work of databases, servers, systems engineering, and clients. Depending on the project, what customers need may be a mobile stack, a Web stack, or a native application stack.
